New regulations for Canada Permanent Resident Card?

I recently completed the landing procedures into Canada - Toronto to be specific. I then left the country, thinking (as per the info I received from everyone) that the PR card will be send to the address I provided in Canada via mail.

Instead, I received a letter informing me that I have 180 days to appear in person to a specific office to claim my PR card! The issue is, I am out of the country...

Is this a new regulation or something, or was I just lucky?

meanwhile, I have a greencard and am thinking maybe I can just cross the border from the US without mentioning anything about my immigration status in Canada - would that cause a problem? is there a check that they perform (database) or something?
