visa for cruise stop in Russia

My wife has a German passport and we are going in a Baltic Cruise, we are taking a tour in St Petersburg with the cruise company for 4 hours, as a US Citizen I understand we don't need one as long as we have purchased a certified tour, will that same rule apply to German Citizens.

    Can you please advise me if we are on a cruise ship and have booked a full day tour with a local company in St Petersburg (Alla tours) will we need to get a visa or will the up to 72 hour visa cover us on arrival with the appropriate tour documentation.
