edited July 2012 in India and Asia
Some countries have applied this policy and now Vietnam goverment has done it.

Foreigners will get refunds of the VAT they paid on goods bought in Vietnam if they are leaving the country from Noi Bai airport (Hanoi) or Tan Son Nhat airport (Ho Chi Minh City).

Under Decision No. 1214/QD-TCHQ issued by the General Customs Department, refunds paid out from July 1, when visitors submit the receipts for the goods they bought.

Application forms cum receipts for refunds of VAT for visitors who are checking in their luggage will be verified and processed outside the security areas at both airports.

For refunds of VAT for visitors who only have hand-luggage, the customs officers will verify the forms cum receipts at counters inside the security area.

Refund ratio is 85% of total VAT when buying goods in Vietnam. Bill cum refund VAT declaration within 30 days from the departure date, valid invoice costing at least 2 million VND.

The tax refund will be paid in dong or a foreign currency in line with bank exchange rates.

There are 4 banks supply this service : Vietcombank and Maritime Bank (Noi Bai airport), BIDV and Viettinbank (Tan Son Nhat airport).

Travellers leaving Vietnam will be refunded their VAT immediately after their goods, receipts cum declaration forms are certified by customs officers prior to boarding.

is the receipts cum declaration form different to the red invoice?

@Dear John: when you buy goods, you'll get the invoice(red) from the cashier. And if you want to get the VAT refund, you have to fill the blank in the receipts cum declaration (the bank teller will take it for you) to list all goods that you bought.
